21.1.3 Candidates for Decentralization

Decentralization does not automatically improve response times. When done correctly, it creates an opportunity to do so. Even when the new process is less efficient or is inefficient in different ways, people may be satisfied simply to be in control. We’ve found that people are more tolerant of a mediocre process if they feel they control it.
